Official Accused Of Voting In DEAD MOTHER’S NAME

A Chicago-area city council member faces felony charges after authorities discovered she cast a mail-in ballot on behalf of her deceased mother in a March primary election, raising fresh concerns about election integrity safeguards.

Alderwoman Charged With Felony Election Fraud

Waukegan Alderwoman Sylvia Sims Bolton, 67, who represents the 1st Ward, was charged with felony mutilation of election material and misdemeanor disregarding the election code on May 19. The Democratic official appeared in Lake County Court on Wednesday following an investigation that began after irregularities were detected in February. Bolton allegedly filled out and submitted a mail-in ballot for her mother, Mary Sims, who died on January 12.

The Lake County Clerk’s Office issued the ballot to Sims on February 5, three weeks after her death. Staff cancelled Sims’ voter registration on February 12 after receiving notification from the Illinois Department of Public Health through the state’s voter registration system. However, the completed ballot was returned on February 26, triggering an investigation that did not officially begin until March 27, a full 10 days after the March 17 primary election concluded.

Officials Defend System Despite Delayed Response

County Clerk Anthony Vega defended the election system’s integrity despite the timeline concerns. “Our system of checks and balances worked as intended,” Vega told the Chicago Tribune. “Our staff followed established protocols. They identified the irregularities, and our office coordinated with our law enforcement partners.” Vega acknowledged such incidents are “exceedingly rare” but emphasized accountability for anyone who “games the system.”

The investigation was conducted jointly by the Lake County Clerk’s Office, Sheriff’s Office, and State’s Attorney. Richard Bradshaw, a licensed funeral director with Bradshaw and Range Funeral Home in Waukegan, confirmed Mary Sims’ death date and her relationship to Bolton. The case highlights ongoing debates about mail-in voting procedures and verification processes designed to prevent fraudulent ballots from being counted in elections.

The case underscores vulnerabilities in mail-in ballot systems, particularly the gap between when ballots are issued and when voter registrations are cancelled following a death.
