U.S. District Judge Indira Talwani in Boston issued the expanded order Tuesday, halting Postal Service compliance with Trump’s directives in all fifty states. The ruling broadens her June decision that originally applied only to 23 states plus Washington, D.C. that filed suit against the executive order. Talwani determined that voting rights groups mounting the challenge would likely prove the presidential order exceeds constitutional authority. The expanded injunction arrives as the Supreme Court continues reviewing the earlier ruling.

In her written decision, Talwani noted the federal government has consistently refused to defend the constitutionality of the executive order throughout multiple court proceedings.
