Florida will require all new and renewed driver’s licenses to display citizenship status starting January 1, 2027, under a law signed by Governor Ron DeSantis this month that marks non-citizens with an “NC” designation regardless of legal residency.

What the Law Requires

Anyone applying for a new driver’s license, renewing an existing one, or obtaining a state identification card will have their citizenship status printed directly on the document. Current license holders will not need immediate replacements, as existing cards remain valid until expiration. Miami-Dade Tax Collector Dariel Fernandez, who oversees driver’s license offices countywide, confirmed the state mandate adds another identification layer. Citizens will see a designation confirming United States citizenship, while non-citizens receive an “NC” marking even when residing legally in America.

Residents Voice Concerns

The requirement has sparked divided reactions across South Florida communities. Nicholas Diaz questioned the necessity, stating he does not believe driver’s licenses should declare non-citizen status. Venezuelan resident Laura Rosa Rodriguez expressed deeper concerns about potential discrimination during routine interactions. She fears police officers who see the non-citizen designation during traffic stops might alter their treatment of license holders. Fernandez defended the measure as simply providing clearer identification standards, emphasizing his office implements state law rather than creating policy.

Voting Reform Connection

The citizenship designation forms part of a broader election reform package aimed at strengthening verification processes for voter eligibility. State Senator Shevrin Jones, a Democrat, voted against the measure and called it unnecessary. Jones referenced previous legislative actions removing student identification cards from acceptable voting documents specifically because those cards lacked citizenship indicators. The parallel changes reflect Florida’s push for enhanced citizenship verification across multiple government systems.

Implementation Timeline

Unless courts intervene before the scheduled implementation, Florida’s citizenship designation requirement takes effect January 1, 2027. The law applies statewide to all Department of Highway Safety and Motor Vehicles transactions involving driver’s licenses and state identification cards. Florida joins a small number of states adopting visible citizenship markers on standard identification documents, a move supporters frame as enhanced security and opponents characterize as potentially stigmatizing legal immigrants who maintain valid residency status but have not completed naturalization.
