Arizona Democratic Governor Katie Hobbs vetoed legislation that would have created a memorial license plate honoring Turning Point USA founder Charlie Kirk, who was assassinated in September 2025, sparking fierce Republican backlash over what critics call partisan politics in the wake of political violence.

The Vetoed Memorial Legislation

The Arizona Senate passed the Charlie Kirk memorial license plate bill 16-2, with the House approving it 31-23. The specialty plate would have featured Kirk’s photograph and the TPUSA logo against an American flag background, with the words “FOR CHARLIE” below the plate number. Arizona residents would have paid a $25 fee, with $17 donated annually to a Conservative Grassroots Network Special Plate Fund supporting nonprofit organizations focused on traditional values and campus activism.

Kirk, who lived in Arizona with his wife Erika and two children, was assassinated on September 10 while speaking at a Turning Point USA event at Utah Valley University. President Trump honored him during the State of the Union address. The proposed plate structure matched the fees for 109 other nonprofit license plates already offered by the Arizona Department of Transportation since 1989.

Governor’s Justification Draws Fire

Hobbs defended her veto by claiming the plate would “insert politics into a function of government that should remain nonpartisan.” She acknowledged Kirk’s assassination as tragic but stated the bill “falls short” of bringing people together. Republican state Senator Jake Hoffman, who sponsored the legislation, condemned what he called Hobbs’ “grotesque partisanship,” stating she lacked “human decency” to honor an assassinated civil rights leader and Arizona constituent.

Existing Political Plates Contradict Claim

Arizona already offers multiple specialty plates with clear political affiliations. The “Choose Life” plate benefits the anti-abortion Arizona Life Coalition. The “In God We Trust” plate supports Alliance Defending Freedom, a conservative Christian legal group. The Alice Cooper Solid Rock plate features the musician who has made political comments on social issues. Critics argue these precedents directly contradict Hobbs’ nonpartisan justification. TPUSA Chief Operating Officer Tyler Bowyer amplified criticism by sharing social media posts calling for Hobbs’ deportation, reflecting the intense partisan divide surrounding the veto decision.
